Building Partner Capacity (BPC)

Title 10 Security Cooperation programs building sustainable defense capabilities for Partner Nations aligned with U.S. strategic interests are a bedrock of the US tangibly investing in and supporting its Partner Nations (PNs) and are the US' strategic answer to adversary nations' soft power, influence, and threat initiatives around the world. Royal Defense Group supports BPC initiatives from capability assessment and requirements definition to implementation and execution. We support BPC sponsors and stakeholders with in-depth and accurate planning to support Significant Security Cooperation Initiatives (SSCIs), BPC Proposals, Training and Equipment Lists (TELs), Pricing and Availabilities (P&As), and Letters of Offer and Acceptance (LOAs).

Our forward thinking, architectural-based designs create programs that meet the PNs where they currently are, fill their most urgent and critical capability gaps, and create a clear and executable roadmap for BPC stakeholders to truly build lasting partner capacities. We focus on absorption rate optimization—ensuring Partner Nations can effectively operate, maintain, and integrate new capabilities into existing force structures and institutional frameworks.

Our approach addresses both technical system requirements and organizational capacity constraints, recognizing that successful capability transfer requires understanding operational context, training infrastructure, maintenance capacity, and budget sustainability. We coordinate across U.S. government stakeholders and Partner Nation leadership to align program execution with strategic objectives while maintaining realistic timelines and achievable milestones.
